PLANNER
This position performs responsible, complex professional work in a variety of current and long range planning studies. This position requires a Bachelors degree in Urban Planning, landscape architecture or a closely related field from an accredited college or university with major course work in urban planning and 2 years experience in a municipal planning office; or a master’s degree in Urban Planning and 1 year experience in a municipal planning office, or any equivalent combination of education, training and experience. Experience with Microsoft Office, Photoshop, AutoCAD, landscape architecture, and AICP Certification preferred. Must possess and maintain a valid operators license. Salary range is $34,209.00 - $54,178.00 (DOQ) plus full benefits package. PLANNING/SUSTAINABILITY DIRECTOR

THE POSITION:
Under limited supervision, exercises responsibility for the administration of the Planning and Sustainability Department, managing all departmental operations, planning functions, economic development programs, budget preparation, and policy formation; oversees subdivision and site plan reviews, and acts in an advisory and collaborative capacity for the City, other departments and agencies. Reports to the Assistant City Administrator for Community and Economic Development.
TYPICAL DUTIES:
- supervises, directs and evaluates City Planners, Engineers, Planning Associates, clerical staff and other department employees that may be assigned; handles employee concerns and problems, assigns work, counsels, disciplines, and completes employee performance evaluations;
- makes recommendations on planning matters to the Franklin Board of Mayor and Aldermen (BOMA), the Franklin Board of Zoning Appeals (BOZA), the Franklin Municipal Planning Commission, the other committees and groups, as needed;
- advises the planning commission pertaining to growth issues related to the City's Long Range Plan;
- advises the Planning Commission and BOMA regarding rezoning requests;
- makes oral and written presentations to governmental bodies, private organizations, and the public;
- guides interactions with developers and the public;
- directs staff pertaining to subdivision plan and site plan review;
- oversees amendments to the zoning ordinance and the subdivision regulations;
- oversees the City’s historic preservation program;
- performs related intergovernmental cooperative work with County, State, and Federal agencies;
- prepares the Planning and Sustainability Department budget;
- serves as secretary for the Planning Commission; represents the Planning and Sustainability Department, the City, or the position of Planning Director on a number of committees and at a number of organizations;
- functions as a part of the City’s Administrative Leadership Team.
MINIMUM QUALIFICATIONS Master’s degree in public administration, urban planning, or business administration required, with a minimum of 6-9 years of progressive planning, land use policy, historic preservation, architecture, research, and supervisory experience; or equivalent which provides the requisite knowledge, skills, and abilities for this position. AICP certification required, or must be able to obtain within 1 year of employment.
